Indefinite Delivery/Indefinite Quantity
What it actually means
A contract vehicle that sets terms, rates, and a ceiling but no fixed quantity — the government then places task or delivery orders against it as needs arise. It trades a big up-front competition for fast ordering later, which is why so much government work flows through IDIQ vehicles and their task orders.

Services and hardware procurement; "getting on the vehicle" is a business development goal in itself.
