What it actually means

The rulebook governing how the U.S. federal government buys everything — competition requirements, contract types, allowable costs, protest procedures. Agencies layer supplements on top (DoD's is the DFARS). If a contracting officer says "the FAR doesn't allow that," the conversation is over until someone cites a part number.
