Estimate at Completion

What it actually means

The current forecast of what the total effort will cost when finished — actuals to date plus an estimate for remaining work. The gap between EAC and the budget at completion is the projected overrun, and the assumptions inside the "estimate to complete" portion are where programs hide optimism.
