What it actually means
Quality assurance specialized to software: independent evaluation that plans, standards, and processes are being followed — code reviews happened, tests were run against the right versions, records exist. In safety-critical development (DO-178, IEC 61508 lineages) SQA independence is a certification requirement, not a preference.
