Operational Test Readiness Review
What it actually means
The review certifying a system is ready to enter operational test: developmental testing complete enough, known deficiencies documented, training and support in place, and a production-representative configuration available. Entering IOT&E unready wastes a statutory test event — OTRR exists to prevent exactly that.
