What it actually means
Using models — physics-based, statistical, or behavioral — to predict system behavior before or instead of building and testing the real thing. The engineering leverage is enormous and so is the failure mode: results are only as good as the model's validation, which is why VV&A (verification, validation, and accreditation) exists as its own discipline.

Design trades, test planning and rehearsal, and anywhere flight-testing everything is unaffordable.
