Key System Attribute
What it actually means
A system attribute important enough for formal management attention but below the program-killing bar of a KPP — the second tier of requirements emphasis in JCIDS documents. KSAs get thresholds and objectives too, but trading one is a sponsor decision rather than a JROC event.
