What it actually means

The U.S. State Department regulations controlling export of defense articles, services, and technical data on the U.S. Munitions List. "Export" includes showing technical data to a foreign person anywhere, including inside your own company — which is why ITAR shapes hiring, IT systems, and document markings, and why violations carry personal criminal liability.
