What it actually means
The checklist of solution dimensions considered before concluding a capability gap needs a new materiel system: often the fix is training, organization, or doctrine instead of hardware. In JCIDS, a DOTMLPF-P analysis is the required step that keeps "buy a new thing" from being the default answer.
